Finance Minister H.E Ahmed Shide meets with the UK State Minister for Development

On the sideline of the WB and IMF Annual Meetings, the Ethiopian delegation led by the Minister of Finance H.E. Ahmed Shide met the UK State Minister for Development Minister Ms. Vicky Ford.

They held productive discussions on current political and economic issues in Ethiopia.

H.E. Ahmed Shide briefed the UK Minister on the Government’s bold economic reform, the peace process, the multiple shocks encountered recently and related impacts.

They also exchanged views on the crucial support needed from development partners, including international financial institutions and bilateral agencies, to implement said reform and address the overlapping challenges Ethiopia is facing.

The UK Minister on her side commended the reform efforts, welcomed the progress towards peace, expressed concerns about the drought and humanitarian situation, and assured continued development support of the UK to Ethiopia

H.E Ambassador Seleshi congratulated the winners of this year’s Nova Connections Impact Award.

The awardees includes Athlete Kenenisa Bekele for his extraordinary achievements in Athletics (Sport), “Eregnaye” Crew for their exemplery artwork of the popular drama, Dr. Henok Tesfaye for creating jobs to thousands of Ethiopians in the USA and back home and the final winner; Nigist Likke for her world class contribution in Film industry in the US that promotes African/Ethiopian culture. Ambassador Seleshi commended the exemplary achievements and contributions of the winners to the community in the US & back home. He thanked Nova Connections for organizing this recognition. He also appreciate Carrollton, D.C & Arlington city Mayors offices for acknowledging the awardees. This annual event was held in Carrollton City, Maryland.

Ethiopian Delegation led by the Minister of Finance H.E. Ahmed Shide, met IMF Managing Director (MD), Ms. Kristalina Georgieva


The delegation conducted a productive discussion on issues related to the new IMF program for Ethiopia, accessing IMF’s Food Shock Window, and G20 Common Framework debt profiling.

The Minister briefed the MD on the commitment of the Government in implementing an ambitious economic reform, the peace process, the challenges stemming from the multiple shocks encountered and the crucial support needed from the IMF. The MD, on the other hand, assured continued support of the Fund to Ethiopia.

Deputy Prime Minister and Foreign Minister H.E. Mr. Demeke Mekonnen held a separate #UNGA77 sideline meeting with Russian FM Sergey Lavrov and Malian FM Abdoulaye Diop.

H.E Mr. Demeke and FM Lavrov exchanged views on bilateral and regional matters.

The two officials assessed the implementation status of agreed mechanisms between the two countries during FM Lavrov’s last July visit to Ethiopia.
They also agreed to convene the Bilateral Joint Commission Meeting in the near future.

#UNDP to share Ethiopia’s Green Legacy Initiative with 10 African countries

The Green Legacy initiative in Ethiopia, according to H.E. Deputy Prime Minister and Foreign Minister, Demeke Mekonnen, strengthens regional cooperation and will ultimately serve as a crucial platform to ensure peace and stability in Ethiopia and the Horn of Africa.

Ethiopia provided high-quality seedlings of preference to some of its neighbors last year and plans to do the same in the years to come in an effort to promote regional cooperation and combat the negative effects of climate change, Mr. Demeke said.

The Deputy Prime Minister and Foreign Minister made the remarks during a high-level UN side event held today (September 22) in New York to discuss Ethiopia’s Green Legacy initiative and its role in battling climate change and easing the socio-economic crisis.

The Deputy Prime Minister and Foreign Minister praised the initiative, which is led by H.E. Prime Minister Abiy Ahmed, thanked UNDP for its partnership with Ethiopia and called on support for the Initiative from bilateral and multilateral development partners.

Supporting the Green Legacy Initiative, according to Mr. Demeke, has enormous advantages for national, regional, and international adaptation and mitigation of the harmful effects of climate change, biodiversity preservation, combating desertification, ensuring green development, ensuring food security, and achieving the SDGs.

Mr. Alhaji Fall, speaking on behalf of Ms. Ahunna Eziakonwa, Assistant Administrator and Regional Director for Africa at the United Nations Development Program (UNDP), described the Green Legacy initiative as a stepping stone to a better future for Ethiopia.

Announcing UNDP’s plan to share Ethiopia’s experiences with about 10 other countries and make the Green Legacy initiative pan-African, he praised Ethiopia for setting the pace in combating climate change and for fostering community resilience.

Dr. Adefres Worku, a technical committee coordinator for the Green Legacy initiative, tabled a presentation outlining the initiative’s three years of experience and potential benefits at the continental level.

The high-level side event was organized by the Government of Ethiopia in partnership with UNDP and the African Union Mission to the UN.

DPM and FM Demeke Mekonnen says #China’s Global Development Initiative critical to implement global development goals

Deputy Prime Minister and Foreign Minister Demeke Mekonnen said cooperation and partnerships are vital for the implementation of the UN Sustainable Development Goals.

He made the remarks on Tuesday (September 20) at the Ministerial Meeting of the Group of Friends of the Global Development Initiative (GDI) on the sidelines of the ongoing UN General Assembly in New York.

He appreciated the Global Development Initiative, which was proposed by Chinese President Xi Jinping in September last year at the general debate of the 76th session of the UN General Assembly. The initiative aims to eradicate poverty by rethinking how the SDGs are implemented.

The COVID-19 Pandemic, geopolitical tensions, and the food and fuel crisis, according to the Deputy Prime Minister and Foreign Minister, have all made collaboration in accordance with the GDI an imperative need.

Mr. Demeke claims that the challenges that the world is currently dealing with serve as sharp reminders of the necessity for cooperation within a modernized multilateral framework that is dedicated to equity and inclusivity.

Chinese State Councilor and Foreign Minister Wang Yi presided over the meeting and reaffirmed China’s commitment to carrying out development projects totaling $4 billion in US dollars.

In addition, he outlined the group’s future initiatives to promote the UN 2030 Agenda for Sustainable Development and urged everyone to work even more together to overcome obstacles.

In a video remark, United Nations Secretary-General Antonio Guterres says, “The holistic Global Development Initiative is a valued contribution to addressing common challenges and accelerating the transition to a more sustainable and inclusive future.”It is to be recalled that China’s permanent mission to the United Nations in January 2022 launched the Group of Friends of the GDI, and over 60 countries, including its strategic partner Ethiopia, have joined the Group thus far.

The group looks forward to implementing the initiative together with China, in order to achieve the four goals of re-prioritizing development, renewing commitments to the SDGs, revitalizing global partnerships; and reactivating development cooperation.

Statement regarding the latest ‘report by Amnesty International on the alleged rape and other sexual violence in the Tigray Regional State of the Federal Democratic Republic of Ethiopia (August 12, 2021)

The Government of Ethiopia condemns sexual violence in all circumstances and including in situations of conflict and has a zero-tolerance policy. The Government of Ethiopia has previously issued statements acknowledging that there have been some instances in which during the course of the conflict in the Tigray Regional State, some members of the armed forces have engaged in conduct that is contrary to the clear rules of engagement and direction they have been given. Such illegal conduct included instances of sexual violence and taking this into account the Government had taken steps to ensure accountability and will continue with these measures with a view to bringing to justice the perpetrators of sexual violence. The Government of Ethiopia is fully cognizant of the physical, social, and psychological impact of sexual violence and had been in collaboration with the Interim Administration of the Tigray Regional State trying to provide psychosocial services to alleviate the trauma caused by such regrettable incidents in conflict situations.

The Ministry of Foreign Affairs of the Federal Democratic Republic of Ethiopia has noted the latest ‘report’ by Amnesty International alleging serious violations of international humanitarian law, including rape and other sexual violence. The report concluded that “…overwhelming evidence it has collected showing that Ethiopian and Eritrean soldiers and members of allied militia are responsible for a pattern of rape and other forms of sexual violence”. It also refers to ‘…1,288 cases of sexual violence from February to April 2021…’ and ‘…376 cases of rape committed from the beginning of the conflict to 9 June 2021’ as well as ‘…sexual slavery in Tigray Regional State of the Federal Democratic Republic of Ethiopia’. This is primarily based on information that is said to be gathered between March and June 2021 by interviewing 63 women and girl survivors and from information said to be gathered from health facilities which are also alleged to be destroyed in the ‘report’. The ‘report’ also refers to alleged ‘rape of several women while trying to cross the border to the Sudan and sexual slavery’ on accounts of 3 individuals (women) and information from 12 individuals, respectively.

Amnesty’s report is based on a flawed methodology and relies heavily on interviews conducted in refugee camps in the Sudan and remote interviews facilitated by ‘community workers.’ For everyone familiar with the modus operandi of the terrorist TPLF, the identity of these ‘community workers’ is no great mystery. Furthermore, after interviewing 63 individuals, Amnesty reaches sweeping and far-reaching conclusions that could hardly be supported by the limited and remote ‘investigation’ it claims to have conducted. Amnesty’s investigation when considering the seriousness of the conclusions of the report, including allegations that the highest level of Government has ‘tolerated’ sexual violence, seems scanty and decidedly lacking in rigor.

As has been the case, in some of its previous reports, Amnesty International seems bent on engaging in sensationalized attacks and smear campaigns against the Government of the Federal Democratic Republic of Ethiopia. The Government of Ethiopia had already expressed its concerns about the impartiality and professionalism of some of the personnel within the Amnesty East African Office. The current report reinforces those apprehensions. We also find it curious that the Amnesty report fails to recognize the joint investigation being conducted by the UN Office of the High Commissioner for Human Rights and the Ethiopian Human Rights Commission. Instead, the Amnesty report in its recommendation recommends that organs of the UN including the Security Council and the UN Human Rights Council give a platform for the so-called Commission of Inquiry that is being conducted remotely and interviews at ‘refugee camps’ in Sudan where the perpetrators of the Maikadra massacre and a large contingent of the TPLF militia are stationed. These recommendations contradict the political motivations and biases that inform such reports that try to weaponize human rights as a means to meddle in countries that refuse to be dictated by various interests.

The continued attacks and confrontation by the remnants of the terrorist TPLF group in the Tigray Regional State and neighboring Regional States (Amhara Regional State and Afar Regional State) has created serious difficulty in apprehending the criminals and bringing them to justice. It has also made the reconstruction of damaged infrastructure and restoration of basic services; and delivery of humanitarian assistance to people of concern in the Tigray Regional State of the Federal Democratic Republic of Ethiopia a much difficult task.

The Government of the Federal Democratic Republic of Ethiopia remains firmly committed to ensure accountability to the alleged serious humanitarian and human rights violations. The current joint investigation by the United Nations High Commissioner for Human Rights and the Ethiopian Human Rights Commission is expected to contribute to this endeavor by the Government, particularly in bringing perpetrators accountable.

Ensuring the protection and security of our nationals remains of utmost importance to the Government of Ethiopia. Going forward, the Government will further strengthen its efforts to comprehensively respond to the humanitarian situation with the same rigor of ensuring the protection and security of its nationals. In collaboration with relevant actors, it will redouble its efforts to provide the necessary life-saving humanitarian assistance. It will also take concrete measures to ensure the sustainable repatriation and reintegration of the displaced.
