The Committee of Ministers of the National Emergency Coordination Center (ECC) held its weekly regular meeting on Saturday, 13 March 2021.
The meeting noted significant changes in the status of Education, Health, Agriculture, water and sanitation sectors, including security and justice structures in the Region.

The Ethiopian government is indeed fully cognizant of its obligations under International Humanitarian and Human Rights Law, to which Ethiopia is a party. That is why it undertook the law enforcement operations in the Tigray region with utmost precaution to avoid as much as possible collateral damage on civilians and civilian institutions.
The Ethiopian government also takes any allegations of human rights abuses and crimes extremely seriously. That is why it acted swiftly to undertake the necessary investigation to verify those allegations and bring perpetrators to justice. It is in this context that a team composed of representatives from the Federal Attorney General and the Federal Police Commission has been deployed in the Tigray Region to carry out this investigative work. In addition, the Ethiopian Human Rights Commission has been investigating and reporting on human rights issues, including the Mai Kadra massacre, civilian casualties, sexual violence, and allegations of discriminatory treatment.
The outcome of these investigations will enable the government to bring the perpetrators to justice and comprehensively address alleged human rights violations and crimes that have occurred in the Tigray region. The EHRC has already publicized some of its preliminary findings and recommendations from its independent investigations. Furthermore, the Ethiopian government has demonstrated its readiness to engage positively and constructively with all the relevant regional and international stakeholders in responding to the serious allegations of human rights abuses and crimes. In this regard, it has already expressed its willingness to collaborate with international human rights experts and, if need be, conduct joint investigations with the relevant bodies.
It is in this spirit that the government has been engaging with the Office of the High Commissioner for Human Rights (OHCHR). And now, it has proposed to cooperate and engage with the relevant African Union mechanisms, including the African Commission on Human and Peoples Rights (ACHPR) in the investigation of alleged human rights violations in the Tigray region. Discussions are currently underway to look at the modalities for implementing this commitment.
However, the allegations, in fact, outright accusations of ethnic cleansing of Tigrayans by US Secretary of State Antony J. Blinken during his testimony to the House Foreign Affairs Committee on 10 March 2021, is a completely unfounded and spurious verdict against the Ethiopian government. Nothing during or after the end of the main law enforcement operation in Tigray can be identified or defined by any standards as a targeted, intentional ethnic cleansing against anyone in the region. That is why the Ethiopian government vehemently opposes such accusations.
Overblowing things out of proportion while the Ethiopian government has made its position unequivocally clear on the need for thorough investigation in collaboration with regional and international partners does not serve the purpose of justice other than unnecessarily politicizing the issue. This notwithstanding, the Ethiopian government attaches particular importance to its longstanding and strategic relations with the United States. It is committed to work closely with the current US administration in further strengthening and boosting this important bilateral relationship over the coming years. The Ethiopian government is certainly appreciative of the support by the US to the ongoing reform agenda and it always stands ready to continue holding frank exchange of views on bilateral and regional issues of common interests and concerns.
Prime Minister Abiy Ahmed together with Former Prime Minister Hailemariam Dessalegn and Federal and Regional leadership inaugurated the Yirgalem Integrated Agro-Industrial Park.
The first phase of the park which is being developed by the Sidama National Regional State Industrial Parks Development Corporation is now completed enabling partial production to commence.
Out of the 11 production sites built so far, 4 are under production and 8 additional manufacturing industries are preparing to also start production after installation planting machinery, creating market linkages and other requirements. Currently, those active are engaged in avocado oil, honey and coffee capsule processing.
Ethiopia has officially launched COVID 19 Vaccination at Eka Kotebe hospital in the presence of senior government officials and representatives of UN and other regional and international organizations. Several regions have also begun the vaccination.
The vaccination has started in Addis Ababa with inoculation of frontline health workers.
Oromia, Harari, Somali, Tigray, Southern Nations Nationalities and Peoples, Afar, Amhara and Benshangul Gumuz regions have started the vaccination.
Oromia regional sate has started the Vaccination at Modjo town where the frontline health professional become the first to receive the inoculation.
Minister of Health, Dr. Lia Tadesse has launched the vaccination and took the first shot in Mekelle City, Tigray regional state in the presence of regional officials where CEO of the Interim Administration, Dr. Mulu Nega has vaccinated against the virus.
State Minister of the Ministry of Health, Alemtsehay Paulos has also presided over the start of the vaccination in Harari Region at Jegol Health Center in Harar town.
Deputy President of Somali Regional State, Mustafa Omer along with health professionals received the inoculation.
Deputy Prime Minister and Foreign Minister Demeke Mekonnen has held phone conversation with Foreign Minister of Finland Pekka Haavisto on a range of issues.
According to Finish Foreign Ministry, the discussion between the two higher officials is said a follow up to FM Haavisto’s recent visit to Ethiopia.
The Deputy Premier and the Finnish Prime Minister discussed on latest developments in Ethiopia and the region including humanitarian and human rights situation in Tigray.
They further exchanged views on the upcoming 6th national elections of Ethiopia and explored ways to further enhance bilateral relations between their respective countries.
Prime Minister Abiy Ahmed has arrived in the city of Hawassa today.
The Prime Minister is expected to attend the inauguration of Yirgalem Integrated Agro-Industry Park tomorrow.
Federal and regional state officials are also expected to attend the event.

Prime Minister Abiy Ahmed presided over a signing ceremony of a memorandum of understanding (MoU) between the Government of Ethiopia, acting though the Ministry of Finance, and the Abu Dhabi future energy Company PJSC-Masdar.
The signing of the MOU was initiated during the State Visit of the Prime Minister to the United Arab Emirates (UAE), where representatives of the Government of Ethiopia and the Government of UAE agreed to jointly develop 500MW PV projects in Ethiopia.
The primary objective of the MoU is to formalize the intention of the Parties to further discuss the potential areas of collaboration and possibly potential projects and services related, said office of the Prime Minister.
The Prime Minister remarked that since 2018, Ethiopia has been undertaking a wave of reforms, particularly to strengthen the economy by harnessing private sector investments. He further remarked that under Prime Minister Abiy Ahmed’s leadership, the environment has transformed, enabling such private sector investments in Ethiopia.

The Chairperson of the African Union (AU) Commission, Moussa Faki Mahamat today held discussion with Demeke Mekonnen, Deputy Prime Minister and Foreign Minister of Ethiopia.
The two discussed the modalities of engagement of the African Commission on Human and Peoples Rights (ACHPR) in the investigation of alleged human rights violations in the Tigray region of Ethiopia.
The principle of the investigation was proposed by Dr. Abiy Ahmed, Prime Minister of Ethiopia, during a Summit-level meeting of the AU Peace and Security Council held on 9 March 2021.
The Chairperson of the Commission welcomed the readiness of Ethiopian Government to cooperate with the African Union’s Treaty Body.
The Chairperson expressed his appreciation to the Government of Ethiopia for its openness to engage with the African Union and stated his confidence that the ACHPR will deliver on this important task.
