Diaspora Launches #UnityForEthiopia Twitter Campaign Against Disinformation From TPLF Activists (February 7, 2021)

Ethiopia Advocacy Network and Ethio- American Citizen’s House of Federation launched today a media campaign titled #UnityForEthiopia aimed at countering the intensified disinformation of TPLF activities about the current situation of the country.

Seyoum Assefa, the campaign’s committee member, said that the disinformation campaign should be countered before it instigates violence.

Seyoum explained that TPLF sympathizers are using manipulated contents to give a false representation of the situation in Tigray State.

Noting that the Diaspora’s Twitter campaign is intended to counter this misrepresentation of facts, Seyoum indicated that every Ethiopian has the responsibility to take part in the media campaign.

WFP Affirms Strong Partnership With Ethiopia To Meet Immediate Humanitarian Needs In Tigray (February 7, 2021)

The World Food Programme (WFP) affirms the need for strong partnership between the government of Ethiopia and the entire humanitarian community to rapidly scale up a collective response to meet the immediate humanitarian needs of people in Tigray.

WFP announced preparations to provide humanitarian assistance with a budget of 400 US Dollars to the people in need of support in Tigray region.

There have been recent positive engagements with the Government of Ethiopia by senior UN officials, including the Under-Secretary General for Safety and Security, the High Commissioner for Refugees, and the Executive Director of the World Food Programme, WFP said in a statement.

“These engagements have acknowledged the commendable measures being undertaken by the Government and partners to address humanitarian needs in Tigray. They have also concluded that humanitarian assistance must be expanded and intensified without delay.” the statement says.

WFP commends the emergency food assistance that the Government and partners have already provided to the people of Tigray since the onset of the crisis, reaching almost 1.7 million people with emergency food distributions. 26,000 Eritrean refugees residing in two camps have also received food and nutrition assistance.

WFP has indicated to the Government its readiness to add to these efforts and has accordingly accepted requests from the Government to augment the transportation capacity of the Government and partners to deliver humanitarian assistance into and within Tigray, especially in

WFP will continue to provide food assistance to Eritrean refugees in Tigray region, working closely with the Government’s Agency for Refugee and Returnee Affairs and the UN Refugee Agency.

WFP will also continue to procure and deliver food supplies on behalf of the Government, including 300,000 metric tons of wheat scheduled for delivery from February.

So far 1.8 million of people in need in the Tigray Region have received humanitarian support.

The government of Ethiopia stated there is a supply stock in Mekele City to support 2.5 Million people for the next two months.

WFP Director Dr.  David Beasley, United Nations Resident and Humanitarian Coordinator in Ethiopia, Catherine Sozi along with Ethiopian Peace Minister, Muferihat Kamil have observed the humanitarian activities in Tigray.

PM Congratulate Moussa Faki On His Re-Election As Chairperson Of AU Commission (February 6, 2021)

Prime Minister Abiy Ahmed has congratulated Moussa Faki Mahamat on his re-election as Chairperson of the  African Union (AU) Commission for a second term.

“Ethiopia wishes you the best,” the Prime Minister tweeted.

Following his election, Moussa Faki said “Deeply humbled by the overwhelming and historic vote of confidence by AU Member States by voting 51 out 55 to extend my mandate at the helm of the AUC Commission for another 4 years.”

In a related development, President of Democratic Republic of Congo (DRC), Felix Tshisekedi Tshilombo took over the AU Chairmanship from South African President, Cyril Ramaphosa.

Both events took place today at 34th Ordinary Session of the African Union kicked of under the theme, “Arts, Culture and Heritage: Levers for Building the Africa We Want”.

Assembly re-elects Moussa Faki Mahamat as AUC Chairperson (February 6, 2021)

The 34th Ordinary Session of the Assembly of the African Union, underway virtually, has re-elected H.E. Moussa Faki Mahamat as the African Union Commission (AUC) Chairperson.

“Deeply humbled by the overwhelming and historic vote of confidence by AU Member States by voting 51 out 55 to extend my mandate at the helm of the AUC Commission for another 4 years,” he tweeted later.

Following the news of the re-election of the AUC Chairperson, Prime Minister H.E. Dr. Abiy Ahmed congratulated Moussa Faki on his Twitter page and said, “Ethiopia wishes you the best.”

Her. E. Dr. Monique Nsanzabaganwa of Rwanda was elected as deputy Chairperson of the Commission.

In the opening remarks that he had delivered earlier to the Assembly, Moussa Faki Mahamat said the new Commission of the AU will have the task of completing the institutional reforms of the AU, fulfill the expectations of member states and implement the flagship projects of Agenda 2063.

State Minister Tsion Teklu welcomes Russian Investment Mission (February 5, 2021)

State Minister H.E. Mrs.Tsion Teklu received at her office today (February 05) a delegation of Russian investors from St. Petersburg city.

State Minister Tsion thanked the investors for making Ethiopia an investment destination and said this is a good gesture to cement the already strong relationship that exists between Ethiopia and Russia.

At the occasion, the State Minister spoke at length about the favorable conditions for investment in Ethiopia.

She pledged that the government would provide all necessary support to ensure that the Russian investors are successful in the sectors they decided to involve in.

The head of the delegation, Mr. Mark Ruslan, on his part, said he was delighted with the warm welcome accorded to the Russian delegation by several government institutions in Ethiopia.

He said his delegation had fruitful discussions with the Minister of Mines and Petroleum, the Minister of Trade and Industry, the Minister of Urban Development and Construction, Ethiopia’s Investment Commission, and the Ethiopian Chamber of Commerce and Sectoral Associations.

The delegation has decided to invest in three different projects, he said and has already agreed to work with sectors that work on Energy, Innovation, and Trade.

According to Mr. Ruslan, the investment group will start operations in Ethiopia in the next three months.

The group has business engagements in various countries, and it is actively involved in the tourism sector in Djibouti.

Ethiopia Receives WTTC’s Save Travel Stamp (February 5, 2021)

This decision reflects Ethiopia’s commitment to maintaining the standard save travel protocols and procedures as we reopen our doors to tourism and international visitors, Hailemariam Desalegn, Chairman of Ethiopian Tourism Board.

Ethiopia has become the latest destination to be awarded the World Travel and Tourism Council (WTTC) Safe Travels Stamp – the world’s first-ever global safety and hygiene stamp.

The grant has come following major steps implemented by the Ministry of Culture and Tourism last year to ensure safety for residents, travellers, and workers and businesses in the tourism value chain, as Ethiopia reopened its borders to international visitors, it is indicated.

Hailemariam Desalegn, the former Prime Minister of Ethiopia an Chairman of the Ethiopian Tourism Board, said: “We are extremely honoured to be issued the Safe Travels stamp by the WTTC and commend them for this important initiative.”

“This decision reflects Ethiopia’s commitment to maintaining the standard safe travel protocols and procedures as we reopen our doors to tourism and international visitors. With the aim of ensuring the safety of workers and visitors, we will continue to work closely with tour operators, hotels, and regional destination marketing organisations to maintain these standards.”, he added.

Dr. Hirut Kassaw, Minister of Culture Tourism, and Sport said: “Tourism is a Strategic priority for the government and significantly contributes to the development of our national economy. We have created a partnership with the private sector and responded quickly on COVID-19 safety measures.”

The Minister added saying: “With the current success in obtaining the safe travel stamp, I am confident that appropriate measures will be taken to ensure the health and safety of tourists and destinations nationwide. We are now ready to welcome tourists to visit Ethiopia.”

Sileshi Girma, the CEO of Tourism Ethiopia, to his part, said health and safety issues are at the forefront of the travel and tourism sector, adding that destinations and industry operators are now well prepared to implement safety protocols.

WTTC, which represents the global Travel and Tourism private sector, created the Safe Travels Stamp in May 2020, to restore traveller confidence by allowing travelers to identify destinations and businesses around the world which have adopted the global standardized health and hygiene protocols.

The globally recognized Stamp has also helped revive the global travel and tourism sector, which has been left devastated by the COVID-19 pandemic.

Eligible businesses in Ethiopia such as hotels, restaurants, airlines, tour operators, restaurants, outdoor shopping, transportation, and airports, will be able to use the stamp once the health and hygiene protocols, outlined by WTTC, have been implemented, it is learned.

PM Abiy Holds Phone Conversation with U.S. Secretary of State (February 5, 2021)

Prime Minister Abiy Ahmed held phone conversation with United States Secretary of State Antony J. Blinken on Thursday.

The two sides exchanged views on current situation in Ethiopia.

In his Twitter, Abiy thanked U.S. commitment to support Ethiopia’s deep reforms that will pursue undeterred.

“Our aspirations to democratize and build a multi-dimensional prosperous and peaceful country for all will be enhanced through strengthened Ethiopia-US relations,” he said.

Secretary of State Antony Blinken emphasized the importance of the U.S.-Ethiopia bilateral relationship.

He also expressed U.S. concern about the crisis in Tigray and urge safe and unhindered humanitarian access to prevent further loss of life.

The Secretary also reaffirmed the United States’ commitment to Ethiopia’s reform agenda and support for the upcoming national elections.

ATTORNEY GENERAL – Press Release on the Investigation into TPLF’s attack against the Northern Command of the National Defense Force and Related Grave Criminal Offences (February 4, 2021)

It is to be recalled that criminal investigation is underway for grave offences committed by the leadership of the TPLF as well as former national defense and police force members loyal to the TPLF. A Taskforce composed of the Ethiopian National Defense Force, the Office of the Federal Attorney General, the Federal Police and other relevant security institutions is conducting the investigation.

The investigation so far has established the commission of three major crimes: High Treason, Crimes against the Constitutional Order, and Terrorism.

349 suspects have been identified and a court order for their detention has been issued in accordance with the laws of the nation. From these suspects, 253 are retired and active members of the Ethiopian National Defense Force and Federal Police and 96 are key members and top leadership of the TPLF. So far, 680 documentary evidences and testimonies of witnesses have been collected and 124 suspects have been detained as per the courts’ order.

The investigation further uncovered that the November 3rd treasonous act committed by the rogue members of the Ethiopian National Defense Force against the Northern Command by the order of the TPLF leadership, was not an isolated and spontaneous attack. According to the evidences collected by the investigation team, TPLF had prepared a detailed plan to stage an armed insurrection, as a continuation and finale of the violence it has been financing and orchestrating to derail the reforms for the last three years. In order to achieve its goal, the TPLF leadership and its accomplices had first established an Operation Division composed of the Tigray Regional State Militia under the leadership of General Haile Selassie Girmay. It then changed its structure to Central Command of Tigray and made Lieutenant General Taddesse Werede its commander through an official letter issued by Dr. Debretsion G/Michael, the then Vice President of the Tigray Regional State. The entire structure of the Central Command of Tigray was organized in such a manner that it mimics the exact structure of the Ethiopian National Defense force.

Furthermore, investigations reveal that prior to the change of administration at the federal level in 2018, the Tigray Regional State had recruited close to 5000 militia members per annum while after the reform, it recruited 47,173 and 37,373 militia members respectively per annum in the year of 2018 and 2019 alone. These massive recruitments resulted in a situation where the TPLF was able to command an irregular militia force with more than 170,000 members.

Similarly, before 2018, the regional state engaged in recruitment of about 450 Special Force members per annum. After the change in administration that occurred in 2018, the TPLF dramatically scaled up its recruitment to 5000 per annum. The Special force, under the Central Command was organized in 8 Divisions and 23 Regiments.

These strategies and pre-meditated plans and actions clearly show that TPLF undertook a massive preparation to wage war against the Federal Government and other regional administrations with a view to regain its dominant position at the center which it had lost due to peaceful popular demands and reform initiatives.

Another key finding of the investigation is that TPLF was the mastermind for the communal conflicts and atrocities committed in various parts of the nation. TPLF had sponsored different communal conflicts and backed armed rebel groups to inflict atrocious attacks against innocent civilians. According to the evidences collected, several actors behind communal conflicts and armed attacks against innocent civilians around the nation had received training and financial backing of the TPLF to conduct the atrocious attacks. The TPLF leadership endorsed and provided tangible support to those orchestrating violent conflict in various parts of the country.

Concerning the Mai Kadra massacre, the investigation team has identified 279 suspects who were directly involved in the ethnically motivated massacre out of which only 36 had been detained. The rest are believed to have fled to Sudan claiming a refugee status. So far, 117 graves for victims of the massacre had been identified and have been uncovered and are undergoing forensic investigations.

The objectives of the Investigation are to hold accountable the perpetrators of the above-mentioned heinous crimes; to set the record straight on the atrocities committed by TPLF by documenting the truth for the benefit of future generation and the national reconciliation and healing efforts; and to recover embezzled public assets from the perpetrators and their affiliates.

Unlike Downstream Countries, Ethiopia Believes In Resolving GERD Issues Through Negotiation”: Minister (February 4, 2021)

Since Ethiopia, unlike the downstream countries, firmly believes in resolving the outstanding issues with regard to the Grand Ethiopian Renaissance Dam (GERD), it has persistently continued negotiating, Irrigation and Energy Minister Dr Seleshi Bekele said.

Through the last negotiations and empathy for the two downstream countries, Ethiopia extended the filling of the dam 4 to 7 years, although it can be filled within three years as per the design, the minister told Al Jazeera Arabic.

According to him, scientist of the three countries have developed a stage-based filling mechanism which takes about 4 stages where the first stages have 2 stages, and in the second year the dam will be filled up to 595 meters that constitutes dead storage volume.

Last year the filling happened for 4.9 billion cubic meters and another 13.4 billion cubic meters will be added in the subsequent year, Dr Seleshi added.

Dr Seleshi revealed that “Ethiopia contributes 77 billion cubic meters but only takes this amount to fill its dam. So the Declaration of Principles articulates that the filling will happen while the dam construction continues. Filling of the dam is part of the construction.”

The Declaration of Principles (DOP) is a principle not a guideline. A guideline is subordinate to the DOP that will provide an instrument on how to put these rules and guidelines in place so that when we fill the dam it will be according to certain rules, the minister elaborated.

Rejecting the claim that no agreement has been reached so far, Dr Seleshi said “we have reached certain very successful stages and almost every technical issue is solved through negotiations.”

He, however, argued that “since there are legal issues that are explicitly or implicitly trying to foreclose Ethiopia’s future development right and interest; we have to be careful in concluding these kinds of rules and guidelines.”

Article 5/A of the DOP is a guideline for the filling of the dam while 5/B gives more time for the operation phase which comes after the complete filling of the dam.

“Ethiopia suggested that all the parties conclude the first agreement based on the first filling up to the full level and then continue negotiating on the difficult part; which is the operational one entangled with rules that are beyond GERD. This is where we have serious contention and still have not reached conclusion about,” the minister pointed out.

Ethiopia never blocked the AU process, Dr Seleshi stated, adding that “however, I sometimes hear the downstream countries accusing Ethiopia of hindering the process. We never obstructed the process.”

Elaborating on the point of disruption of the AU process, the minister said “Ethiopia has been insisting on continuing the negotiation to solve the issues since we came to the AU platform.  Unfortunately, Sudan disrupted the process 7 times in 7 months.”

Ethiopia firmly believes in continuing the negotiations in good faith, Dr Seleshi underscored.

“In good faith means not bringing unnecessary complicated issues beyond GERD. The GERD is a single project for Ethiopia. Ethiopia has future development needs for power generation, agricultural productivity, drinking water supply and industrialization. But Ethiopia will not agree to article that prevents explicitly or implicitly its future development.”

Asked whether GERD is a political project to control the Nile water, the minister emphasized that the dam is not designed and built for political purpose rather to harness the socio-economic benefits that particular infrastructure provides.

The country has not achieved universal electricity access and access to electricity is very low. Some 65 million people in Ethiopia are without electricity. “You cannot imagine this much people are sleeping in darkness.”

Ethiopia is not focusing on its development only, but also on the development of the region, he disclosed, adding that when it has excess electricity it can share to the region. “We are already interconnected with Sudan and we supply them with up to 300 MW; and we are connected with Djibouti.”

Dr Seleshi explained that the dam is very near to the border with Sudan, about 40kms. This is in fact a huge infrastructure that serves to transform Sudan. The assertion that GERD is built for political purpose is fake. It is meant to transform the lives and livelihoods of the 110 million people in Ethiopia who have actually contributed each and every walk of their resources to build the dam.

Gov’t Working To Ensure Efficient Delivery Of Humanitarian Services In Tigray: Deputy PM And FM (February 4, 2021)

Deputy Prime Minister and Foreign Minister of Ethiopia, Demeke Mekonnen said the Government of Ethiopia has been working to ensure the delivery of humanitarian services and improve the situation in Tigray.

He said this to the AU Foreign Ministers at the 38th AU Executive council meeting, while delivering briefings on relevant current issues, especially the situation in Tigray.

He also explained the reconstruction, rehabilitation, capacity enhancement, and peacebuilding efforts of the interim administration of Tigray and its due emphasis to the delivery of humanitarian support.

According to the Minster, food and non-food items were delivered for more than 1.8 million beneficiaries aimed at addressing more than 2.5 million beneficiaries across the region as lack of banking service, market failure, and pending salary payments are forced to cover a greater number of beneficiaries.

He said, for efficient and effective delivery of humanitarian assistance, the Emergency Coordination Center (ECC) has been established at Mekelle comprising of relevant line ministries, regional bureaus, UN-Agencies, bi-laterals, and international NGO’s.

Most parts of the region are accessible and a conducive environment has been created to speed up the delivery of food and non-food supplies to the needy people in the region, he added.

The federal government is working on mobilizing resources for the recovery and rehabilitation of damaged and destroyed economic and social infrastructure as well as humanitarian assistance, the Minister said.

According to Demeke, refugees in the region are one of the priority areas of the government to maintain their safety and security and ensure the continuous supply of food and non-food items.

In the refugee camps, where access and issues are related to safety and security, he said, the government has taken immediate action by relocating and maintaining basic humanitarian services.
